Timing begins when selecting "Arcade Mode" from the "Game Start" menu and ends when the final cutscene plays after defeating Iris (i.e. when your health bar disappears) -- note that this is the same as game time, so just use that. Runs with frame rates higher than 60 FPS must be converted down to 60.
